I just recently figured out that you can skip the negotiations. I've only done the civil war like twice. Once I was halfway through when the truce came up, the other I rushed the main quest and beat alduin at like level 15 then started the war after. The Stormcloaks get 2 points for acquiring a major hold, and the Imperials get 1 point for acquiring a minor hold. The score advances to 2-2, balanced. Since the score is balanced, the counter demanding side, the Imperials, are the ones to be unhappy with the deal so far, and will eventually go into concessions.I haven't chosen a side yet either, yet during the negotiation I made the deal better for stormcloaks, so I figure that may be why they didn't allow me to be there.
